　　11月1✡️黄✡️色✡️aaaaa视✡️频日下午，市场监管总局召✡️黄✡️色✡️aaaaa视✡️频开《关于牢固树立监管为民理念推行服务型执法的指导意见》《市场监管执法行为规范》专题新闻发布会。会上，市场监管总局执法稽查局局长况旭介绍，《指导意见》提出推行服务型执法，通过构建“预防为主、轻微免罚、重违严惩、过罚相当、事后回访”的执法模式，将“服务”贯穿执法全过程、各环节，做到惩教结合、宽严相济，推动裁量统一、过罚相当。

　　况旭表示，要创新执法方式，体现执法温度。遵循合法、合理、必要、恰当的原则，坚决杜绝处罚的随意性和“一刀切”，探索实施全过程说理式执法，提高执法说服力和公信力。(谢龙飞)
